What the metric means
Subscription rate is applicants divided by available vacancies within a registration phase. A value above 1.00× identifies oversubscription and likely balloting somewhere within that phase.
Why Phase 2A is split
Legacy Phase 2A(1) and 2A(2) were sequential phases through 2021. MOE merged them into one Phase 2A from 2022. Their vacancies cannot be safely added because the figures are sequential, so this site offers separate regime views.
Validation and reliability
All 45 Top Schools values for 2025 (15 schools × Phase 2A, 2B and 2C) were programmatically cross-checked against MOE’s official page: 45/45 matched. The all-school archive retains schools with available history, including recently opened, suspended or historical entries; genuinely unavailable pre-opening years are left absent rather than zero-filled. Earlier values are archival MOE-origin reference data and have not been revalidated against a live MOE endpoint.
How balloting actually works
Oversubscription does not equal a child’s odds. Citizenship and home–school distance categories determine priority before balloting.
